As India’s National Capital Region remains gripped in severe air pollution,750 school students from Gurgaon and Faridabad left their class rooms on Tuesday 13 December 2022 to celebrate “Aravalli Day”. The young ones were joined by their teachers, Dr Rajendra Singh popularly known as the Waterman of India, Diwan Singh from the Ridge Bachao Andolan, Haji Ibrahim from the Mewat Jal Biradari and a few adult citizens.
“Students 4 Aravalli chapters from different NCR schools as the youth brigade of the Aravalli Bachao Citizens Movement decided to mark 13th December 2022 as ‘Aravalli Day’ to bring attention on the threats facing our important pollution sink, barrier against desertification, water recharge zone and wildlife habitat. Mining has already destroyed more than 25% of the Aravallis which is billions of years old and one of the oldest mountain ranges in the world. We are scared that if we do not act now, in a few years Aravallis will just remain a chapter in our geography text books. 750 students from grade 4 to grade 10 descended in the forest with our faces painted as different birds, mammals and other fauna species that live in the Aravallis to bring attention on how threatened their home is. We hugged trees in a symbolic ‘Chipko Movement’ enactment and formed a human chain against the backdrop of the Aravalli hills to show our solidarity with our lifeline for clean air and water security. We students have taken a sacred oath to save what is left of our Aravallis across all the 4 states of North West India so as to safeguard our right to a decent quality of life and protect the home of our wildlife as our country is experiencing dire consequences of global warming, climate change, food insecurity and water shortages,” said Nevaeh kapoor, Grade 6 student of Heritage XPeriential Learning School in Gurugram.
In a press conference held in the forest, the students talked about their concerns and demands to save what is left of India’s oldest mountain range to secure their future.
“Along with mining and real estate development in the Aravallis, the threat of the ill-conceived NCR Draft Regional Plan 2041 still looms strong on our heads. This plan if implemented will wipe out more than 70 percent of our precious Aravallis and other natural ecosystems like man-made water bodies, tributaries and flood plains of rivers and take away the measly 10% forest target for the 4 highly polluted NCR states. So many of our friends suffer from breathing ailments because of the bad air quality in Delhi-NCR. Air pollution of India’s National Capital Region will become worse if the forest cover target is not enhanced to the national average of 20% and our Aravallis are destroyed as these are the green lungs and only barrier protecting millions of people living in Delhi – NCR from the sand storms coming from the Thar desert. Additionally, Aravallis with their natural cracks and fissures have the potential to put 2 million litres of water per hectare in the ground every year and thus act as a critical water recharge zone for the water starved Delhi, Gurugram, Faridabad, other NCR cities, Haryana, Rajasthan and Uttar Pradesh where extraction is 300% more than the recharge and ground water levels are dangerously low. Without the Aravallis, life in Delhi-NCR cannot exist and our future is doomed,” said Mansa Rout, a Grade 9 student from DPS school in Faridabad.
“Our demand is for laws to be strengthened to enhance protection to our Aravallis and ecological planning to be made an integral part of developmental plans to protect our highly endangered future. We also demand that the entire Aravalli range running across the 4 states of Delhi, Haryana, Rajasthan and Gujarat must be declared a biosphere reserve and an ecological heritage site where no further mining, deforestation, construction and industry is allowed. Progress and development cannot be at the cost of our natural ecosystems. It is time to change the definition of ‘development’ in our country to ensure a secure future for our generation. India is one of the most vulnerable nations in the world to climate change and the Aravalli range is North West India’s climate regulator which needs to be saved for us. We demand for the setting up of an independent Aravalli Protection Authority that will look at the entire Aravalli range as one living ecosystem and protect the remaining 75% of it from disappearing from the face of this planet,” stated Lakshay, Grade 9 student from Shiksha Bharti Public School In Gurugram.
“Another very important demand from the students is that Mr Hardeep Puri, the Minister of Housing and Urban Affairs fulfils the promise he made to us on 13th of September 2022, when 100 students from different NCR schools went knocking on the doors of the government authorities in Delhi to discuss their deep concerns regarding the environmental dilutions in the NCR Draft Regional Plan 2041 and some of us met him. The Minister promised us that he would organize a stakeholder conference to discuss this plan and invite the students to be a part of the same. 3 months have passed since this promise was made. Around Children’s Day in November, many Students 4 Aravallis team members from different NCR schools had sent emails to the Minister reminding him of his words but we are yet to hear from him or his office. Do the words of our elected leaders mean nothing?” said Krishna, Grade 9 student of Sugam School in Gurgaon.
“Our demand is that along with the Students 4 Aravallis team members from various NCR schools, experts from organizations such as WWF India, Centre for Science & Environment, TERI, Development Alternatives, INTACH, IIT Delhi, Aravalli Bachao Citizens Movement and others; Conservationists and environmentalists like Dr Rajendra Singh, Neha Sinha, Pradeep Krishen, Vijay Dhasmana, Chetan Agarwal, Mr Manoj Mishra heading the Yamuna Jiye Abhiyaan; Eminent lawyers such as the Supreme Court lawyer Mr Sanjay Parikh and others, leading doctors, environment journalists and civil society members of NCR must be invited to give their inputs on how to strengthen the NCR Draft Plan 2041 ecologically,” said Myra, Grade 6 student from Heritage XPeriential Learning school in Gurgaon.
Dr. Rajendra Singh, popularly known as the Waterman of India and Chairman of the People’s World Commission on Drought and Flood who joined the students to commemorate ‘Aravalli Day’ said, “NCR Draft Regional Plan 2041 in its current form is a real disaster and against our common future and that of our younger generations and cannot be implemented. All the Aravalli hills & forests, wetlands, rivers along with their tributaries & floodplains, lakes, natural and man-made water bodies etc irrespective of whether they are notified or not or mentioned in the revenue records or identified in ground truthing exercises, must get protection under the new Draft Regional Plan 2041 and the forest cover target majorly increased to enhance the air quality and water security of all the districts falling in the 4 states of Delhi-NCR.”

जबकि भारत का राष्ट्रीय राजधानी क्षेत्र गंभीर वायु प्रदूषण की चपेट में है, दिल्ली, गुड़गांव और फरीदाबाद के 750 से स्कूली बच्चों ने मंगलवार 13 दिसंबर 2022 को “अरावली दिवस” मनाने के लिए अपने क्लास रूम छोड़ दिए। भारत के जलपुरुष लोकप्रिय डॉ राजेंद्र सिंह, रिज बचाओ आंदोलन के दीवान सिंह, मेवात जल बिरादरी के इब्राहिम खान, स्कूलों से आए शिक्षक और अन्य नागरिकों ने इस कार्यक्रम में इन बच्चों का साथ दिया।
“अरावली बचाओ नागरिक आंदोलन” के युवा ब्रिगेड के रूप में विभिन्न एनसीआर स्कूलों के अरावली चैप्टर के बच्चों ने 13 दिसंबर 2022 को ‘अरावली दिवस’ के रूप में चिह्नित कर मनाने का फैसला किया ताकि सरकार का ध्यान इस पर्वत श्रंखला के महत्व के प्रति ध्यान आकर्षित किया जा सके। अरावली श्रंखला प्रदूषण कम करने के अलावा मरुस्थलीकरण को रोकने का, जल पुनर्भरण करने का और वन्य जीवो को आवास प्रदान करने का महत्वपूर्ण कार्य करती है। खनन ने पहले ही 25% से अधिक अरावली श्रंखला को नष्ट कर दिया है जो कि अरबों वर्ष पुरानी है और दुनिया की सबसे पुरानी पर्वत श्रृंखलाओं में से एक है। हमें डर है कि अगर हम अभी कार्यवाही नहीं करते हैं, तो कुछ वर्षों में अरावली हमारी भूगोल की पाठ्यपुस्तकों में सिर्फ एक अध्याय बनकर रह जाएगी। कक्षा 4 से कक्षा 10 तक के 750 बच्चों ने अपने चेहरों पर अरावली में पाए जाने वाले विभिन्न पशु पक्षियों और अन्य जीवों की प्रजातियों के चित्र बनाए हुए थे , ताकि इन जीव जंतुओं के घर पर आए खतरे के बारे मे सरकार का ध्यान आकर्षित कर सकें। अरावली हमे स्वच्छ हवा और पानी की सुरक्षा देने वाली जीवन रेखा है और इसे बचाने के उद्देश्य से हम सब बच्चों ने एक प्रतीकात्मक ‘चिपको आंदोलन’ किया और अरावली पहाड़ियों की पृष्ठभूमि में एक मानव श्रृंखला बनाई। हम सब बच्चों ने उत्तर पश्चिम भारत के सभी 4 राज्यों में अरावली पर्वत श्रंखला को बचाने के लिए एक पवित्र शपथ ली ताकि इस जीवनदायिनी और वन्यजीवों के घर की रक्षा की जा सके और ग्लोबल वार्मिंग, जलवायु परिवर्तन, खाद्य असुरक्षा और पानी की कमी को और खराब होने से रोका जा सके,” गुड़गांव के Heritage Xperiential School के कक्षा 6 के छात्र कौशिकी भट्टाचार्य ने कहा।
जंगल में आयोजित एक प्रेस कॉन्फ्रेंस में, बच्चों ने अपने भविष्य को सुरक्षित करने के लिए भारत की सबसे पुरानी पर्वत श्रृंखला को बचाने की और अपनी चिंताओं और मांगों के बारे में बात की।
“अरावली में खनन और रियल एस्टेट विकास के साथ-साथ, एनसीआर ड्राफ्ट क्षेत्रीय योजना 2041 का खतरा अभी भी हमें परेशान कर रहा है। यदि यह योजना लागू की जाती है तो हमारी बहुमूल्य अरावली और मानव निर्मित जल निकायों, सहायक नदियों और नदियों के खादर जैसे अन्य प्राकृतिक इकोसिस्टम्स के 70 प्रतिशत से अधिक हिस्सा खत्म हो जाएगा और 4 सबसे अधिक प्रदूषित एनसीआर राज्यों के लिए जो केवल 10 प्रतिशत फारेस्ट कवर का टारगेट अभी है, वह भी खत्म हो जाएगा।
दिल्ली-एनसीआर में हवा की खराब गुणवत्ता के कारण हमारे कई दोस्त सांस की बीमारी से पीड़ित हैं। भारत के राष्ट्रीय राजधानी क्षेत्र का वायु प्रदूषण और भी बदतर हो जाएगा यदि फॉरेस्ट कवर के लक्ष्य को राष्ट्रीय औसत यानी 20% तक नहीं बढ़ाया गया और हमारी अरावली को नष्ट किया गया क्योंकि ये हमारे हरे फेफड़े के समान हैं और दिल्ली-एनसीआर में रहने वाले लाखों लोगों की रक्षा थार मरुस्थल से आने वाले रेत के तूफान से करने वाले एकमात्र अवरोधक हैं। इसके अतिरिक्त, अरावली अपनी प्राकृतिक दरारों के माध्यम से हर साल जमीन में प्रति हेक्टेयर 2 मिलियन लीटर पानी डालने की क्षमता रखती है और इस प्रकार पानी की कमी वाले दिल्ली, गुरुग्राम, फरीदाबाद, एनसीआर के अन्य शहरों के लिए एक महत्वपूर्ण जल पुनर्भरण क्षेत्र के रूप में कार्य करती है। राजस्थान और हरियाणा मे कई जगह निकासी रिचार्ज से 300% अधिक है और भूजल स्तर खतरनाक रूप से कम है। अरावली के बिना, दिल्ली-एनसीआर में जीवन नहीं पनप सकता है और हमारा भविष्य खतरे में है,” फरीदाबाद के DPS स्कूल के छात्र विबुध ने कहा .
“हमारी मांग है कि अरावली की सुरक्षा बढ़ाने के लिए कानूनों को मजबूत किया जाए और इकोसिस्टम संरक्षण हमारे अत्यधिक संकटग्रस्त भविष्य की रक्षा के लिए विकास योजनाओं का एक अभिन्न अंग बनाया जाए। हम यह भी मांग करते हैं कि दिल्ली, हरियाणा, राजस्थान और गुजरात ,4 राज्यों में फैली पूरी अरावली श्रृंखला को एक स्थायी बायोस्फीयर रिजर्व और इकोसिस्टम विरासत स्थल घोषित किया जाये जहां खनन, वनों की कटाई, निर्माण और उद्योग की अनुमति नहीं हो । विकास और प्रगति हमारे प्राकृतिक ईकोसिस्टम की कीमत पर नहीं हो सकते। हमारे देश में शायद विकास की परिभाषा बदली जानी चाहिए ताकि भविष्य को सुरक्षित रखा जा सके। भारत जलवायु परिवर्तन के मामले में दुनिया के सबसे कमजोर देशों में से एक है और अरावली रेंज उत्तर पश्चिम भारत का जलवायु नियामक है जिसे हमारे भविष्य के लिए बचाने की जरूरत है। हम एक स्वतंत्र ‘अरावली संरक्षण प्राधिकरण’ की स्थापना की मांग करते हैं जो संपूर्ण अरावली रेंज को एक जीवित ईकोसिस्टम के रूप में देखेगा और इसके बचे हुए 75% को उत्तर पश्चिम भारत की इस पृष्ठ भूमि से गायब होने से बचाएगा,” Shiksha Bharti public School गुरुग्राम के कक्षा ९ के छात्र लक्ष्य ने कहा ।
“बच्चो की एक और बहुत महत्वपूर्ण मांग यह है कि श्री हरदीप पुरी, आवास और शहरी मामलों के मंत्री ने 13 सितंबर 2022 को हमसे जो वादे किए थे , उन्हें पूरा करें। तब एनसीआर के विभिन्न स्कूलों के 100 बच्चे सरकारी अधिकारियों और मंत्री के पास गए थे ताकि दिल्ली में एनसीआर ड्राफ्ट क्षेत्रीय योजना 2041 में पर्यावरणीय खामियों के बारे में चर्चा कर सकें और हममें से कुछ ने मंत्रीजी से मुलाकात की थी। मंत्री जी ने हमसे वादा किया था कि वह इस योजना पर चर्चा करने के लिए एक हितधारक (stakeholder) सम्मेलन आयोजित करेंगे और छात्रों को इसका हिस्सा बनने के लिए आमंत्रित करेंगे। इस वायदे को किए हुए 3 महीने बीत चुके हैं। नवंबर में बाल दिवस के दौरान , एनसीआर के विभिन्न स्कूलों के ‘स्टूडेंट्स 4 अरावली’ टीम के कई सदस्यों ने मंत्री जी को उनकी बात को याद दिलाने के लिए ईमेल भेजे थे, लेकिन हमें
अभी तक उनका या उनके कार्यालय का जवाब नहीं मिला है। क्या हमारे चुने हुए नेताओं की बातों का कोई मतलब नहीं है?”, गुरुग्राम में सुगम स्कूल की कक्षा 9 के छात्र कृष्णा ने कहा।
“हमारी मांग है कि विभिन्न एनसीआर स्कूलों के “स्टूडेंट्स फॉर अरावली” टीम के सदस्यों के साथ-साथ डब्ल्यू डब्ल्यू एफ इंडिया, सेंटर फॉर साइंस एंड एनवायरनमेंट, टी ई आर आई, डेवलपमेंट अल्टरनेटिव्स, इंटैक, आईआईटी दिल्ली, अरावली बचाओ नागरिक आंदोलन और अन्य संगठनों के विशेषज्ञ जैसे डॉ. राजेंद्र सिंह, नेहा सिन्हा, प्रदीप कृष्णन, विजय धस्माना, चेतन अग्रवाल, श्री मनोज मिश्रा , सुप्रीम कोर्ट के वकील श्री संजय पारिख और अन्य प्रमुख विशेषज्ञो, पर्यावरण पत्रकारों और एनसीआर के नागरिक समाज के सदस्यों को अपने सुझाव देने के लिए आमंत्रित किया जाये ताकि एनसीआर ड्राफ्ट प्लान 2041 को पर्यावरणीय संरक्षण के तौर पर मजबूत किया जा सके, ” Heritage स्कूल गुरुग्राम की छात्रा मायरा ने कहा.
13 दिसंबर 2022 को न केवल गुड़गांव और फरीदाबाद में बल्कि एनसीआर के अन्य राज्यों में भी बच्चे अपने स्कूलों से बाहर आए और प्रतिगामी एनसीआर ड्राफ्ट प्लान 2041 में संशोधन की मांग की। 250 से अधिक बच्चे हिंडन नदी ,जो कि यमुना की सहायक नदी है, उसके पास एकत्रित हुए और राजस्थान में अलवर जिले के निमली में अरावली की पहाड़ियों के पास इक्ट्ठे हुए और इस क्षेत्रीय योजना में पर्यावरणीय कमजोरियों को दूर करने की मांग की, जिसका सीधा असर इन ४ NCR राज्यों के २५ जिलों के लोगों पर पड़ेगा।
डॉ. राजेंद्र सिंह, भारत के जलपुरुष के रूप में लोकप्रिय और सूखे और बाढ़ पर विश्व आयोग के अध्यक्ष, ‘अरावली दिवस’ मनाने के लिए बच्चों के साथ शामिल हुए । उन्होंने कहा, “एनसीआर ड्राफ्ट क्षेत्रीय योजना 2041 अपने मौजूदा स्वरूप में एक वास्तविक आपदा है और हमारे सामान्य भविष्य और हमारी युवा पीढ़ियों के खिलाफ है और इसे लागू नहीं किया जा सकता है। सभी अरावली पहाड़ियों और जंगलों, वेट्लंड्स, नदियों के साथ-साथ उनकी सहायक नदियाँ और बाढ़ के मैदान, झीलें, प्राकृतिक और मानव निर्मित जल निकाय आदि चाहे वे अधिसूचित हों या नहीं या राजस्व रिकॉर्ड में उनका उल्लेख किया गया हो या नहीं, ग्राउंड ट्रूथिंग अभ्यासों में पहचाना गया हो या नहीं, इन सबको नई मसौदा क्षेत्रीय योजना 2041 के तहत सुरक्षा दी जाये। और दिल्ली-एनसीआर के 4 राज्यों में आने वाले सभी जिलों की वायु गुणवत्ता और जल सुरक्षा को बढ़ाने के लिए फॉरेस्ट कवर लक्ष्य में प्रमुखता से वृद्धि की जाये ।
